Hornets and other social wasps scrape wood, paper, and cardboard fibers from surfaces of these materials and make a paste by chewing them and mixing them with saliva. When the paste is pasty, for lack of a better term, it is applied to the developing nest structure and spread out with the legs and mandibles. When it dries, it becomes paperlike. The saliva is what holds it all together.
