Bird seeds sprouting where they are not wanted is a common problem. Since your rocks are rather large, it shouldn't be too difficult to move them to one side and pull the sprouted seeds. Then return the river rocks. If the area is too large to do this easily, spray vinegar on the plants on a sunny day. By nightfall they will have wilted and died. The vinegar will evaporate quickly and will not harm the birds or the soil.
