For some reason, I though that Cattails were endangered and not allowed to be cut. I grew up in Pennsylvania, and I remember a park wanting to put a road through a marsh and they were not allowed to do so because of the Cattails. Am I even close? Its been driving me crazy and I cannot find an answer.

Most likely other government land management officials enlightened the park personnel about the need to protect the marsh, and that would have included the Cattails. With the spread of a highly invasive hybrid Cattail, native stands of are all the more precious and need protection. See the links below for more information.
