Gypsy Moth

We have these in the majority of our trees and would like to know how to get rid of them, such as who do we contact? Is it our responsibility? Why isn't the spraying controlling the moth? Since we are noticing the huge affect on the leaves of the trees does it mean that it's putting our trees in jeopardy already?
